IOM and the Czech Republic Increase Support to Female IDPs and Returnees

DILI, Timor- Leste – This week, the International Organization for Migration (IOM) will begin a new Project designed to increase support to the Government of Timor-Leste, internally displaced persons (IDPs) and beneficiaries of the return and reintegration component of the Government's Hamutuk Hari'i Futuru National Recovery Strategy. The Project is generously funded by the People and Government of the Czech Republic, and will allow IOM to increase its support to female IDPs and returnees to maximise the sustainability and durability of the return and reintegration programme and address gender-specific challenges related to return and reintegration.

Both IOM and the Government of the Czech Republic recognise the acute and unique problems facing female IDPs and returnees, and the importance of programmes specifically designed to address those problems. To this end, IOM will undertake a multi-faceted programme to improve women's access to information and to support systems for returning women who are either victims, or at risk of becoming victims, of gender-based violence; to support activities that improve access to essential services such as education, health and livelihood support for displaced women, those that have left the camps and women in communities receiving returning IDPs; and to support the rehabilitation of community infrastructure in areas to which IDPs have returned and that are considered to be at high risk of renewed conflict or increased community tensions.

The beginning of the Project follows closely after the official visit to Timor-Leste of His Excellency Mr Pavel Řezáč, the Ambassador of the Czech Republic. During the visit, IOM was proud to attend a meeting between His Excellency the Ambassador and His Excellency the Secretary of State for Social Assistance and Natural Disasters Mr Jacinto Gomes. The meeting focused on discussions about progress made in support of durable solutions for people displaced as a result of the civil unrest of 2006 and the contribution of the People and Government of the Czech Republic to that end. The Ambassador expressed the continued commitment of the Government of the Czech Republic to Timor-Leste's recovery from the crisis.

IOM remains committed to assisting the People and Government of Timor-Leste in the search for a durable and sustainable solution for the country's displaced population. In close co-operation with the Ministry of Social Solidarity, IOM provides camp management and co-ordination support to over twenty IDP camps and has been a strong contributor to all facets of the implementation of the Government's comprehensive National Recovery Strategy. Two years after the April and May 2006 displacement of an estimated 150,000 people, approximately 20,000 people continue to live in 27 camps primarily in and around the capital Dili. In support of the return and reintegration of the displaced, the Government has provided approximately 6,800 families financial and other reintegration assistance. Since December 2007, the return and reintegration of these families has since December 2007 resulted in the closure of 24 IDP camps.
