古特雷斯：联合国维和行动必须适应新的现实

联合国秘书长 古特雷斯周三在联合国大会关于联合国维和行动审查的讲话中表示，联合国维和行动是维护国际和平与安全不可或缺的工具，但面对不断变化的冲突形势，必须适应新的现实。 冲突形势发生变化 古特雷斯指出，当前冲突数量达到1945年以来最高水平，过去五年的战事死亡人数超过此前25年的总和。无人机和人工智能驱动的自主致命武器等技术不断发展，跨国犯罪网络参与程度加深，核武器威胁重新出现，平民和民用基础设施频频成为袭击目标。 全面和平协议越来越少，维和行动面临政治谈判僵局、暴力频发和平民遭袭等挑战。 重塑和平行动方式 古特雷斯表示，维和行动需要更加聚焦预防性外交、缔造和平和和平解决争端，加强与东道国的伙伴关系，并采取更加有针对性和灵活的任务授权。 他强调，维和行动应侧重政治、安全和平民保护等具有明显比较优势的领域。只有在达成和平协议或至少实现有力停火的情况下，才应部署维和行动。他强调：“如果没有和平可维护，我们就无法维持和平。” 他还呼吁加强联合国系统内部协调，提高行动灵活性、成本效益和问责制…
